President Scott opened the meeting at 6PM. Clerk Greg Belcher read minutes of the last meeting and the financial report. Greg asked for motion to accept minutes as read. Joe Murray asked to bring back Police Motorcycle units as a deterrent for dirt bike and loitering at businesses. Pat Hill said work and level paving done by first week of November. Finish paving 2024. Montello St. will be next year. Residential storm water fees paused. Three exempt to Storm drain fee: Churches, Cemeteries, Residential 1 and 2 Families. Storm water fees are paused. City will revisit fee structure in future. Nov. 25, 2023 Holiday Parade sponsored by DBA. Volunteers needed. If you put a float in the parade you must have a theme not just wreath on the front of a vehicle. Councilor Lally spoke about possible tax relief for businesses who lost revenue during new water main and gas replacement construction on N .Main St. City Stop owner Sam Audi said he lost 50% of revenue. Richard Gowell said he lost a percentage also. Councilor Lally said he would bring it to the Assessor office and CFO regarding this matter. He mentioned payment from ARFA. He mentioned new ordinances to build taller buildings in the city. City clerk granting licenses but if there is a violation city council can call the business in for hearing possible revoking. We need political will to remove violators. The Clerk, Council, and police need to work together to make this possible. Shirley Asack mentioned Inspectional Services Dept. is under the Building Dept.: working on plans to realign inspection process for code enforcement. Greg Belcher asked about enforcing public drinking around the Snow Clock during the daytime hours. Capt. Hallisey talked about homeless rights to occupy public spaces as long as they are not breaking laws. Councilor Lally spoke about the state conference center at the old Christos II. Gov. Healey and State Rep. Michelle Dubois and others in charge of that area. Homeless problem growing and Mayor Sullivan does not have the political will to send them back to where they come from. Homeless private property trespassing continues. State and Federal need to help this mental health crisis that is out of control. Councilor Asack said she would send the link to city ordinances. Shirley mentioned a subcommittee "economic development committee" conversation group with businesses. Environmental police, State police and drones working together to get the unregistered motorcycles off the public streets. Scott Dwyer made a motion to adjourn and was seconded at 7PM.
